Costa Rica,Panama,Ecuador,Brazil,Uruguay,Chile,and Argentina.Here are some countries the cheapest would be Ecuador and Uruguay.Check out the website International Living.They will have a lot of info on places to live and cost of houses.

Bolivia is really cheap, people are lovely, and has some amazing sights.
Brush up your spanish though as few people speak english outside La Paz.
